How much time and effort should police put into catching and prosecuting people who put powdered sugar and similar substances in local mailboxes?

Very little effort. Why tie up investigators when we have bigger problems?
It should be a top priority. One never knows these days.
How can authorities tell until the substance is tested?
It isnÕt funny. People should be prosecuted if caught.
It depends on whether it is done by children playing pranks, or unstable adults.
